1)	Environmental, Health and Safety (EHS) Management
The Supply Chain Manager is responsible for the implementation of the Company EHS policy, procedures and Company Responsible Care Codes of the department to ensure compliance. The responsibilities include but not limited to:

a.	Ensure the EHS guidelines and Incident Response Plan are available and up to date related to the department’s scope of work
b.	Ensure that employees, contractors and service providers have safe working environment, correct PPE, equipment and material to perform duty
c.	Ensure that employees are trained about the EHS and specific logistics safety guidelines
d.	Ensure that employees take responsibility as required by the EHS and specific logistics guidelines
e.	Monitor the EHS performance of the department to ensure conformance
f.	Motivate employees in identifying unsafe act and condition, reporting and investigating incident, providing preventive and corrective measure

2)	Sales & Operation Planning and Coordination
•	Maintain local planning process in line with Regional S&OP planning strategy, level and calendar to provide most updated planning data
•	Chair pre-S&OP/supply review meeting with local teams (Production, Procurement, QC/QM, etc.) to ensure both historical and forecast planning data are fresh before inputting to monthly S&OP process
•	Conduct short term supply demand balancing to reach an optimal and detailed production plan proposal for input to Regional S&OP process
•	Perform material planning for assigned key raw materials to support S&OP process and work with Procurement to ensure supply reliability and optimal inventory holding
•	Issue regular SC Report to all stakeholders and provide a snapshot of planning development such as production adherence to S&OP, inventory forecast, raw material supply, etc.

3)	Product Packaging and Distribution Planning
•	Based on aligned S&OP plan and ongoing sales order progress, propose an optimal detailed distribution plan to balance between supply availability, delivery schedule requirement, logistics capacity and inventory policy to maximize profitability for the company
•	Conduct detail scheduling of Delivery Orders (DO) and develop product Filling / Shipping Plan from days to weeks with horizon up to 2 months to minimize shortages and reduce the costs of packing, transporting and holding goods
•	Select transportation routes to optimize between delivery urgency and logistics costs, as gatekeeper to ensure the most cost-effective mode of delivery is arranged to minimize total logistics costs.
•	Provide regular volume forecast to Logistics and Packaging Procurement for short/long-term tendering and participate into logistics service providers performance measurement process
•	Manage and monitor the operation of VOPAK to ensure VOPAK to follow requirement strictly and take full use of the logistics capacity
•	Support the maintenance of distribution cost database to ensure cost / operation data are most updated

4)	Customer Services and Order-To-Cash (OTC) Management
•	Supervise the Customer Services staffs to fulfill customer orders against given performance targets and maximize customer satisfaction
•	Ensure all orders are processed and executed in conformance with external and internal regulations while maximizing productivity by using OTC automation tools and process
•	Ensure workload and personnel resources are matched including a backup system to serve customers and process sales orders until completion efficiently
•	Accountable for the related SAP Masterdata maintenance e.g. Customer Master, Credit Management, with respective ITIS services platform to ensure OTC process can be executed smoothly
•	Support sales in the analysis of sales demand forecasting as needed e.g. provide sales forecast accuracy tracking at product groups or other aggregated level as required
•	Support the use of company NCM system by assigned role(s) such as local NCM coordinator, investigator and creator to close the NCs within Company defined lead time

5)	Transportation and Delivery Service Management
•	Based on aligned Distribution Plan from S&OP, prepare necessary logistics and IT resources including own and outsourced operations to execute the site logistics operations including drumming, bulk filling, storage and transportation services
•	Manage the Logistics team including gate-checking, weighing, truck dispatching covering gate-to-gate operation to execute smoothly all sales and delivery orders and ensure accurate SAP posting Goods Receipt and Goods Issue
•	Maintain and improve related logistics systems in SAP including Transport Management System (TMS), Warehouse Management System (WMS) as applicable, and beyond SAP such as Weika or other dedicated Logistics System or Vendor IT systems are relevant to the day-to-day operation of the Department
•	Manage the Delivery Service providers by defining the service levels, equipment specifications and conditions, and supply availability according to the operating targets

6)	SC Performance Analytics, Monitoring and Reporting
•	Accountable for SC targets of Delivery Reliability, Customer Complaint (NCM), Inventory Control, Logistics Costs and packaging costs set annually by the Company and Regional SCM
•	Report and monitor SC KPI including but not limited to Logistics Safety, Inventory, Delivery Services, SC Costs and LSP performance
•	Support Regional inventory forecasting by inputting the forward inventory projection as per the Regional timeline as required

7)	SC Process Management
•	Review or update supply chain practices and processes in accordance with new or changing business/company/regulatory/EHS policies, standards, regulations, or laws
•	Support business team and RBU on deployment of new business scenarios e.g. Export outside China, U-Turn for US$ domestic sales, new locations, etc. by proactively provide SC solutions and logistics concept
•	Support ongoing SC projects for continuous improvement whether locally or by company regionally / globally driven

8)	Organization Management and people development
•	Implement optimized SC & Logistics organization
•	Set clear objectives and goals
•	Lead, coach and drive the organization to meet and achieve set goals and targets
•	Continuously train and develop your organization and people skills and competences in terms of leadership, technical and process knowledge
•	Recognize potential talents and to develop them further in company organization

职位要求

Education 文化程度:Bachelor’s degree in Chemistry, Chemical Engineering, Supply Chain Management or related discipline
Working Experience工作经验:Minimum 10 years relevant experience in logistics management, materials planning and customer services; 
experienced team leader with demonstrated leadership roles; work experience in chemical logistics a clear advantage;
experience in logistics or material management under manufacturing environment essential
Technical & Professional Knowledge技术及专业知识:Proficient in SAP (Material Management, Sales & Distribution, etc.); site logistics operation such as warehouse 
management and transportation management; S&OP knowledge; APICS certification a strong plus; 
Project Management skills essential
