1. Set up plant human resources strategy/infrastruture and assures plant compliance with Corporate and Divisional policy and procedure. 2. Recruits, interviews, tests, hire and induct employees. Establishes and maintains employee personnel records. 3. Supports plant health, safety, medical, environmental management system and employee service activities and programs. 4. Assures plant compliance with state and local labor legislation on such subjects as equal opportunity, affirmative action, wages and hours, workers’ and unemployment compensation, occupational health and safety, etc. 5. Oversees employee grievance procedure. Makes final decision after consultation with production management. Assists with arbitrations. 6. May be chief negotiator or co-chief negotiator in labor negotiations and administration of contract provisions. 7. Counsels plant management employees on manpower utilization, turnover control, compensation, performance evaluation and other personnel matters. 8. Counsels plant management employees on employee engagement and leader effectiveness improvement. 9. Partner with business managers to define, develop and implement HR programs to support the business needs of the organization 10. Supervises safety program and recommends corrective action. 11. Co-ordinates training programs for hourly and salaried personnel. 12. Responsible for employee communication system. 13. Represents the company in local organizations. Plans and directs charity drives. 14. Oversees workers compensation (reserves, claims management and contested cases). 15. Overtime is required to meet internal and external customer requirements. 16. Performs other duties as assigned.
1. Bachelor’s degree in Business Administration, Human Resources or related field. 2. At least 5 to 7 years’ experience in Human Resources in manufacturing environment. 3. Ability to communicate effectively with all levels of the organization. 4. Excellent communication, presentation and interpersonal skills. 5. Fluent in Mandarin Chinese & English.
